Only if the winner has over 50% of the vote
Otherwise the winner gets 12 delegates and the rest are apportioned by congressional district. The winner in each of the eight districts gets 5 delegates per district.
While it's possible that the winner would take all delegates, that's unlikely to happen. The Cruz team had this mapped out very carefully and planned their work around the districts they thought they could carry.
But that 12 delegate pop for the top vote-getter is significant, so the final tally is still very important.
