Doubtful. According to the article the districts were drawn without regard


to racial statistics but maintain the 10 - 3 party balance. They LOOK more compact and reasonable but the result in the state legislature will be the same for the parties but probably whiter.

I see gerrymandering as one of the big reasons DC is so dysfunctional with primary candidates inciting the electorate to more and more extreme positions
