He doesn’t. All he knows is they’re going to get the same treatment in

rights of access and cost of healthcare as regular Citizens. And he, of course, assumes that they don’t give anything. He also assumes that improved access and cost of healthcare wouldn’t make them more productive members of society. He assumes what he wants to be true.
