Agree, but I don't think that means subsidies. It means changing the

marketplace so colleges charge less. One way to do that is to only grant loans to kids going to lower cost colleges. Maybe you only Grant loans to kids going to colleges that meet certain financial benchmarks in cost structure or the value of the degrees they bestowed. It means not allowing colleges to use undergraduate tuitions to subsidize graduate tuitions or research programs, which I understand happens.
