Allow for civil recovery of all costs against offenders


States have laws now for offenses like DUI that allow the jurisdiction to recover the cost of the arrest process from the offender. I would be in favor of a similar process for people who block roadways. Let’s figure out the total costs and in addition to the fine bring a civil action. I imagine it’s not a small amount.
