Seems almost like a failed Allied WWII tactic


Disregard civilian casualties & destruction of non-military targets - or sometimes intentionally target civilians and non-military infrastructure - in hopes the civilian population (what's left of them) will rise up against the bad guys. Didn't work then, not working now.
