I know it's fashionable to hate on Dulles but I've never really gotten it
Yes, if you're a Senator and want to get out of DC ASAP on a Thursday or Friday afternoon National is right there. That's why they keep expanding the perimeter.
But for a huge swath of the population in the DC area Dulles is equidistant or not much farther away than National. Same with BWI for everyone in Maryland. Once you're on the access road it's always free sailing if you're driving. Now with Metro out there, you don't even have to deal with parking if you don't want to. Meanwhile, National was never setup to be a hub, even with the rebuild in the 90s due to the security designs and cramped gate areas. They finally pulled security back behind the shopping area that connects all the concourses, but if I'm connecting or boarding a big flight I'd still rather go through Dulles.
