There are tradeoffs in everything, and no solution would be perfect...
...but the current system is a Rube Goldberg farce, and the pro-government proposals (whose terminus always is and must be single-payer socialized medicine) to "fix it" are even worse. The best overall solution is the free market, however imperfect it may be.
Long story short, I don't know how to fix it. You don't know how to fix it. Joe Biden doesn't know how to fix it. Donald Trump doesn't now how to fix it. "Experts" (lolz) don't know how to fix it.
The free market does know how to fix it, however, via the invisible hand just like we have miracles like grocery stores, online commerce, televisions, smartphones, etc.
As an aside, you are defining the "problem" according to your own value-judgments and insisting that everyone else hold the same values. Your value-judgment is that a free market solution can't work because it would be "unfair" (e.g., to those with preeexisting conditions). But that has nothing to do with efficiency or the best outcome for the most people. It just has to do with your value judgment. I'm not saying your values are right or wrong -- I'm just pointing out that you are trying to find a solution based on it rather than based on other values.
