For appearances sake when you think they’ll be overturned in court. But, yeah, it might be best for the election year political issue.

The dems could really call the bluff if they were to say we’ll accept hr2 (maybe amending 1 or 2 of the most objectionable things they see, and trying to open more legal pathways for immigrants) in exchange for all the funding for allies passed by the senate. Then we’d see if Trump would scream because he’s losing the campaign issue, which really might back them into a corner from which there’s no great exit.

Edit to add: I’d also want the dreamer issue resolved if passing hr2.
