I'm guessing they're using the old sanctuary city argument and it isn't
without merit. It is very likely true that if undocumented migrants (what are we calling them now?) live in fear of law enforcement, it becomes easier for criminal elements to operate (less reporting of crime, fewer people to question / offer testimony, etc.).
That said, even sanctuary cities are starting to wonder whether the cost is worth it (I'm guessing it isn't at this point). Would be an interesting debate with a little data and open minds though.
