I do almost always knee jerk against massive domestic-only industry programs as they all are some form of heavily inflated, usually very inefficient use of public funds and often have many unintended consequences. They need to be as focused as possible and with very legitimate meaning.

I don't really know if CHIPS fits this. I obviously have lots of feelings about trade in general, but don't pretend to know every industry. It seems like this one has decent reasoning -- by far the largest being semiconductors are vital to the economy and national security and our share of both investment and manufacturing is down ---- with heavy focus in some precarious areas of the world, like Taiwan. Given that picture alone, making a government bet in the sector has some sense. And its also something that I think Trump and Rs felt was important as well and would say the same if signed by a Trump Congress. So look at this, none of this is my favorite and I can still point to tons of trade stuff I can't stand under Biden --- but maybe things people can support whether a dog or a cat or even someone like me who does admittedly "rant" against protectionism.
