So, serious question exposing my ignorance, if they intercept a boat


let's say it's not ideal in terms of safety, etc, what do they do? bring them ashore and arrest them? do not allow them to get to shore? it's a little more complicated than when someone is trying to walk across an imaginary boundary line or wade across a river, etc
