I kind of think kids shouldn't be counted as HOV passengers either. It's


not like they'll be out driving. On the other hand, if you're driving the neighborhood kids to school, that means other parents aren't driving, I guess?

We have some HOV lanes here now that you can use if you pay a toll, and several toll bridges, of course. For many years we've had RFID chips in our cars to pay for tolls or to be able to use the lanes in heavy traffic. Costs about 50% less than them taking your picture and billing you in the mail. Either way, it's worth it for the time saved as far as I'm concerned.
