I think (b) is an absolute nonstarter as it is so broad and ambiguous as


to include just about anything the state could disagree on regarding the federal government. As for (a) they would have to prove how their view of state sovereignty in the matters mentioned are guaranteed by the 10th Amendment. I’m skeptical that a court would rule in their favor on the matter of a National Park for instance.
