No, not an obligation. It's a guideline that they're supposed to spend 2%
on national defense as part of the pact. It's not like you get kicked out for failing to spend 2% of GDP on defense. You are, however, obligated by treaty to come to the defense of fellow NATO state if a member state is attacked. That's the obligation. Someone saying that the US is not going to live up to treaty obligations, whether it's NATO or Taiwan, just shows what an asshole they are. An unserious person. Uninterested in preserving American hegemony in the world order.
