28,000 people is the number offered by "Gaza authorities" but what that
means is from HAMAS. Hamas = Gaza "officials." So all figures need to be seen through the lens of the PR war they're waging. Not only that, by their own figures, over 10,000 Hamas fighters have been killed (they'd say martyr'd but you get the idea). So, at worst (and remember, it's probably actually better than this), Israel is achieving better than a 1:2 ratio of terrorists/civilians. That's FAR better than the US achieved in urban warfare in Iraq, for example. Now, I don't want to hold the Iraq war up as an example of perfect altruism by any means, but Iraq did not attack the United States homeland, they're not located on our border, and large numbers of Iraqi civilians and multinational NGOs were not actively providing safe harbor to AQ terrorists.
I think Israel is doing remarkably well at limiting the scope of civilian deaths in light of the challenges they face. When it comes to civilian infrastructure, I'm less certain, but I also find it hard to cast judgements. If you're Israel, I'm sure you'd rather drop a bomb than put soldiers lives at risk, and I'm not in the room when those decisions and risk assessments are being made.
