He yelled at Mattis early in his term about this

This is a story that circulated around the Pentagon at the time, not media reports. Trump came over to get a briefing in 2017 and argued with Mattis that we were wasting our money with all of our bases in places like that. Generously, he's an ignorant fool who thinks of these bases only as the US paying to protect these countries while ignoring all of the strategic benefits that we receive for having our military all over the world. More cynically, he knows the strategic benefits and wants them to end.
