I think it's either Kristi Noem or Haley depending on how ugly the primary gets (if at all). Trump supporters don't like Haley, but they love Trump a lot more than they dislike Haley. So if he says she's the one, then she's the one. He'd pick Kristi Noem because she's hot, and he thinks (probably not 100% incorrectly) that matters. Either way, they both somewhat address his biggest weakness (of those he can actually address with the VP pick) which is suburban women voters that lean right economically but can't stomach Trump personally.

He did the same thing in '16 when he needed to shore up the evangelical vote that he now has a firm grasp on.
