He is talking about how the Biden administration has put the economy in a precarious position and noting that he hopes the resultant collapse (as he foresees it) occurs deservedly during Biden's term and not next year after he is back in office, in which case he'd be blamed for the Biden admin's malfeasance. This is not "hoping for a crash". It's hoping that IF there is a crash, then it occurs in such a way that the appropriate admin is blamed for it.

We've now had a full news cycle today on this complete lie of a story. Fake News is the Enemy of the People.
