That was still in the we don't know enough data point of pandemic
It's easy to look back and say some things were an overreaction but we didn't have enough data to tell everyone to stop doing what we were doing. I think masking policy did slow down the rates of infection in the U.S. saving our hospitals from being absolutely overrun, and some of them were anyway in terms of no ICU beds if you remember. If we did nothing there would have been a LOT more deaths earlier in the pandemic.
