...a political neophyte back then and had limited insight into personnel decisions. He had no choice but to trust the recommendations given him. Some worked out, some didn't.

Further, many positions require Senate approval, and the Senate will in no way, shape or form allow Trump to appoint whomever he likes. This confirmation power greatly affects Trump's personnel decisions. For example, Trump might want to appoint someone like Ken Paxton as AG, but the Senate would likely never approve that, so Trump would have to look elsewhere.

This is one reason why I see a hypothetical Trump 2.0 administration as a potential massive clusterfuck. Hard to envision how a president popularly elected by the people but opposed by nearly 100% of professional DC works out well for anyone.
