hand deliver, But Pence kept refusing to accept. He was just the mule, and he was the perfect mule, too. Besides, Democrats deliver fake slates of state electors all the time, it not only being perfectly legal, but you know, just in case, wholly appropriate, just like the founding fathers intended.
