Nixon created the EPA via executive order in 1970. The Civil Rights Act of 1964 created the EEOC. Rather than work to change policy through democratic means as outlined in the US Constitution you prefer to attack the means that policy is enacted.

Both agencies exist to protect the citizens of the US from injury from monied interests. What you describe as "the right" is really an oligarchy that considers themselves above the law by virtue of their bank account balances. Those opposed to being victimized aren't by definition leftist - just working out of rational self interest. Those wanting to abolish the government on the other hand really should be careful to closely read 18 U.S. Code § 2385 when deciding how to go about it.
