Lets do a little math

Start with a full 6 seat blackjack table playing 40 hands an hour.
If everyone plays a $10 hand that comes out to $2,400 of action for the hour.
House averages about 2% in blackjack so that comes out to $48 of revenue / hour.
Dealers in Virginia make $15 an hour leaving $33 for the house to cover all other expenses.
$20 limit bumps that $33 up to $81
$50 limit takes it up to $225
When you have multiple casinos in the same area (Vegas, Biloxi, Atlantic City, etc.) is when you will often see one or more of them offer lower table limits.
