Depends on your viewpoint
Israel was attacked from all sides upon its declaration of independence. One viewpoint is the Pals left voluntarily with the intention of returning once the jews were annihilated. Also go back and look as the 1948 division of the land. Jordan maintained the West Bank and Egypt maintained control of Gaza, which was a larger swath of land than it is now. It mostly stayed that way until 1967, when Israel defeated those nations and took control of said land, plus the Sinai, which they returned to Egypt twelve or so years later. Oslo provided the Pals with over 90% of the territories in controversy. Other versions wouldve given the Pals over 95% of the land they wanted, with some land swaps.
Generally, to the victor go the spoils. The Pals shouldve jumped at any of these deals. As Arafat even acknowledged to his own people, that wouldve just been the first step in their ultimate goal of controlling all of the land from the river to the sea.
