That approach is brain-dead lazy. TBF lots of companies do that, too. But


if you're interested in really changing what the government does, it would simply leave underfunded bureaucracies in place.

I mean, in an ideal world I support zero-based budgeting for a lot of things. If there are agencies that are obsolete or don't perform a necessary function, get rid of them. Of course, Medicare, Social Security and Defense dwarf everything else, which makes it even more difficult.
