Medical care and education in Gaza is substantially provided by the USA

The U.S. funds UNRWA, to the tune of hundreds of millions of dollars per year ($417M from 4/21 to 3/22). UNRWA runs 22 hospitals and 284 schools in Gaza, and is the second largest employer in Gaza, behind only Hamas. I think you're right, of course, that the people of Gaza support Hamas because they believe Hamas supports and cares about them. But with all that U.S. money coming in to cover education and health care, Hamas can divert its funds to other things--like guns and rockets.

For what its worth, the Trump administration had eliminated UNRWA funding after a report co-authored by an Israeli organization and a U.S. organization reported that UNRWA was employing teachers who called for the murder of Jews and incited anti-Semitism. The Biden administration restored that funding in 2021.

I'm not suggesting that one of those decisions was better than the other. It's a tough call. Providing health care and education to Gazans probably contributes to stability in the long run. But there is that troublesome issue with fungibility of funds and there ought to be some accountability on what the U.S.-paid teachers are telling their students.
