I don't like the way they do that either, i.e., attributing the budget/
spending passed under the previous president and this deficit to the next president's first year. At least the charts/graphs I've seen uniformly do this and do it consistently, but I find it very misleading.
The same is true for the debt limit, when under one administration it will just be "suspended" until some date in the future, even during the next administration, at which time it just automatically defaults to what the current debt is along with an instant debt crisis.
The Debt Ceiling/Limit is a wholly artificial and entirely political concept that just needs to be dispensed with entirely.
