Likely a bunch was also used improperly.

I am reading about a gun buy back plan in RVA funded by the American Rescue Plan which the WH website says is to be used to rescue the economy and to beat the virus. We can debate gun buy back plans in another thread but it would seem neither one of the ARP’s goals would apply.
