Agree, but the first step is not subsidies, it's figuring out why college


has gotten to be so damned expensive and doing something to fix that. I have read that the funding lines between undergrad, grad, and research programs is very blurry and education subsidizes research. If that's the case then segregate funding or your school loses direct subsidies and your kids can't get loans. Maybe have a cost test. If tuition or tuition plus room and board are above a certain level (probably variable depending on local cost of living) then you lose subsidies and loan eligibility.

I got an engineering degree from Tech in 1981 for a total of around $15,000. Inflation adjusted that's now about $50k. In state four years is now about $110,000. Some of that is due to loss of state funding but I suspect it's mostly increases in costs. Use the power of federal grants (to the school) and loans (to the kids) to bring that down.

Maybe only make loans to kids going to schools costing less than a certain amount. That might help incent expensive schools to cut costs but is mostly to keep kids from borrowing huge amounts. Not a cap on lending, there is no loan if you go to, say Richmond but there is if you go to Tech or uva)
