The decision to prioritize premium membership was about ten years too late.

They tried to monetize access to the "firehose", which turned out to be a privacy and policy nightmare, instead of trying to monetize the members themselves a la Spotify. The company was already in a weird place when Musk took over - a lot of members, a lot of problems, and an unsustainable revenue model. Musk proceeded to solve some of its problems by shedding members and making revenue even less sustainable.
