Is honestly such a hard/complex issue in which there probably aren’t easy

Answers. Beyond the medical side of things, as you pointed out, many of these individuals will be in and out of prison (which, largely, isn’t going to help long term).

Finding the right balance (identifying those individuals who need to be in some form of monitored setting for a prolonged period of time and having the resources available to provide that vs identifying individuals who may occasionally need temporary assistance but can otherwise function in society) is really hard.
