Interesting question. When my dad retired from the


federal govt, he was able to opt for survivor benefits for my mom in exchange taking a lower monthly amount. I don’t know how that survivor benefit would work for a second spouse. If it did apply, someone close to death (and I’m not predicting anything with buzz, but at 93, you figure he doesn’t have that many more years) could potentially “sell” their future benefits in exchange for a up front payment and then just go through with a sham marriage. Could be a way for someone unscrupulous to convert a spousal survivor benefit into something for their kids as an example. Not that I think this would be a huge problem.
