There are no high middle class or even low upper class people who pay >30%
effective federal rates. Here are some simplified tax calcs (just assuming the standard deduction and not including any child tax credits) for a household filing jointly with $100K, $250K, $500K, and $1M of income. Only the $1M household is over 30% at the federal level, but you can't remotely argue that household is middle or low upper class. Even at $500K of income, the effective rate is below 30%.
