My logic on the deficit is simply based on total dollars in circulation

With the structural deficits in the federal government so large at the moment, we borrow money from China et al to support the deficit and increase the amount of money circulating, which reduces the value of any given dollar bill. If you reduce the deficit and reduce the amount of money in circulation, that should ultimately lead to deflation or at least a lower rate of inflation, just like raising interest rates to reduce borrowing.
