You missed my point, but I don't think that was unintentional
It's not just the banning of things that don't happen. It's the actual impacts of the bans. Let's use a hypothetical based on the Florida law. The bill prohibits discussion of sexual orientation and gender identity for K-3. Does that mean that a female teacher can't talk about going home to have dinner with her husband at the end of the day? The fact that she's married to a man reveals her sexual orientation (presumably). Can a different female teacher talk about going home to have dinner with her wife at the end of the day? Do you think that parents will be equally ok with either of these topics coming up in class? Which teacher will be more afraid of a complaint being filed? The chilling impact of the law does actual harm, which in my opinion far outweighs the benefits particularly since I haven't seen evidence that what is supposedly being prevented actually happens.
