The current Russian Army is the product of a corrupt regime.

I think there is a relationship between the decay of Russia's military and an oligarchy serving as government. They spend more time and energy enriching themselves, consolidating their power, outlawing dissent, and cutting international deals than they do modernizing their military. Crime bosses do crime boss stuff. They have little interest or expertise in governing. Thank goodness, so far, we've limited our exposure to this kind of shit to 4 years in this country.
