What is the crime they are investigating Hunter for?

All I hear about is alleged payments to Hunter or Jim for $x from Chinese firms in 2017-2018. But I struggle to see what the investigation is.

Even if Joe Biden is involved, why does it matter that Chinese firms paid him $x in 2017-2018?
