I thought it was agriculturally spread viruses-swine flu, avian flu--but I
haven't paid much attention.
I thought the US began setting these up in various undeveloped or developing countries with meat and poultry processing safety issues as part of a pandemic prevention and response program, going back to the Bush Administration (maybe Clinton) but gathering steam in the Obama administration as global pandemics became more frequent and more scary.
I thought support for these facilities and US financial contribution to poorer nations to create them was bipartisan, at least in the '00s before partisan gridlock gained by an order of magnitude
Could you link me to something that would help me broaden my understanding or correct any incorrect assumptions in the above?
