I don't know this area well, but wouldn't tackling poverty part of broad
economic policy? Climate change is more borderline, but climate change discussion has increasingly become how the climate change will affect the global economic and what's the cost on tackling the problem. The climate change skeptics now are more on whether we can afford to stop/slow climate change rather than whether climate change is happening or not.
