needed a long time ago. A cheaper alternative that could be approved pretty quickly would be to establish 3-to-5-mile-long zones in which trucks, busses, RVs, and vehicles with trailers are required to stay in the right lane only. It would only cost the prices of the traffic surveys (hint: start with where the hills are) and signage and ruthless enforcement by the VSP (which they love to do anyway).
