I think it doesn't matter much one way or the other it's just a PR tactic


focused on something that may rally the base a bit. The tax revenue will have to be raised someplace else, or expense cuts made (or if neither happen, a deficit will result).

From an economic perspective, you can accomplish largely the same effect as a cut on grocery tax by adjusting income-based exemptions. And then you give people the choice where they spend their money as opposed to relating their savings to how many groceries they buy.
Reconfiguring a lot of systems to put goods in one bucket or the other seems like unnecessary activity too.
