I'm not sure I understand the US government's responsibility to evacuate

a group of green card holders from a country like Afghanistan that they chose to enter and live in (with their kids) under their own volition. They strike me as clueless individuals that were not paying attention to what was going on around them and somehow thought is was someone else's responsibility to take care if them.
