The process always involved extensive hearings in the Judiciary Committee,


with witnesses, followed by a vote of the Judiciary Committee to send the articles of impeachment to the full House.

Until Trump 1, where rushed hearings (“we must impeach by Christmas!”), without some relevant witnesses, were held by the Intelligence Committee (because the Dems didn’t trust Nadler to chair the hearings).

Now, with Trump 2, it’s “Hearings? Witnesses? We don’t need no stinking hearings or witnesses before accusing a President of having committed high crimes.”
