normally used as epithets by activists to gain the momentum in arguments. Even if not supported by facts in most cases, It prays on the "white guilt" that most whites harbor, even if not justified. Sort of like the old "why do you beat your wife?" tactic in one-sided arguments.
Shelby Steele, the respected black commentator, says that Black Power advocates have long used these unproven epithets to avoid reasoned debate of their demands. He believes it has hindered the promises of the civil rights movement in reaching its goals, by infusing shame in its white partners.
While it successfully results in increased welfare and social benefits for black poor, it does little for increasing self improvement of the poor black community. It is a zero sum game.
