I have heard members of both parties welcoming the Presidents input and even expressing some appreciation for the EO, but also saying if he wants changes to be more lasting he needs legislation.

The guy has zero patience and zero interest in pursuing actual policy. Though in his defense a little bit, the Congress has a hard time with legislation, many times deliberately. Why President Obama wielded his pen, too, and we've seen how ephemeral that is, with Trump's photo op EO signing sessions reversing a lot of that.
