Agree with #2. I don’t know enough about #1 to judge but you do have

To include generous (sometimes overly generous) pension plans in the assessment. The way they allow retirees to compute lifetime benefits off of peak earnings (calculations that sometimes include overtime) allows officers to game the system. This is literally bankrupting some jurisdictions— not just police but firefighters too.
