PART 1: That person would be 100% responsible for
1) PPE
2) test kits
3) protocols for counting the various statuses (data and info), and ensuring they are enforced to the local level so we all are on the same page
4) distribution, tracking, and redistribution of PPE and test kits
5) ensuring people are ready to chase the infection chains
Etc, etc

The goal would be, if this happens in the fall, we are ready to isolate, versus shut the mutha down. Someone had a great analogy about how this has been handled. Its like three baseball players chasing a pop fly, and nobody saying "I got it". We need someone to define what it is, and then assigning the "what" to someone so there is no ambiguity going forward as to exactly what they are responsible for from an operations perspective. The "what it is" has been defined, I've seen published presentations going back to 2006 on "what happens if we have a pandemic".

PART II: I'd also start working with a task force made up of both houses of congress, homeland secuity, miltary, and CDC to determine what items are needed for national security, and start working on what needs to be done to bring certain manufacturing capacities back home, and how best to mandate that.
