No one is faulting Trump for approving or even advocating research into
chloroquine as a treatment for Covid-19. The criticism of Trump has been in an untempered promotion of chloroquine as a "game-changer". If, he had presented the prospect of using chloroquine, the way Fauci did, that is with warning that efficacy was based on anecdotes, and needed further testing, no one would be complaining. The fault of Trump is an inability to competently, effectively, and honestly communicate with the American people, particularly in a time of crisis. There are many possible reasons for that lack of ability. Certainly a desire to lessen criticism of his own actions is one of those reasons, but I think, his lack of understanding of the situation is perhaps a greater obstacles to effective communication.
