He's bringing up individual members of the Ukranian government who publicly expressed or implied a preference Hillary Clinton over Donald Trump. That is not by any stretch of the definition meddling. This happens in every country in regards to every US presidential election. Politicians from our adversaries like Russia express preferences. Politicians from our allies sometimes do too, especially ones so dependent on our alliance with them.

That being said, what would expect the ambassador to Ukraine do about it? Is it her job to track down all the Ukranian politicians who said they would prefer Hillary and warn them against speaking against Trump? Should she have maybe threatened them with repercussions when he wins? That would have actually been precient, come to think of it. She should have tried to strong arm them into publicly supporting Trump instead maybe? She could have told them the US would withhold aid unless they did.
